FCSTTIME is "UTC time of FORECAST" the preceding value in the attribute table. "FORECAST", is the peak forecast value observed during the FORECAST PERIOD (24 hours, 48 hours, entire period). The forecast period information comes from the layer that is selected in the service.

FCSTissUNC is close to the time of forecast issuance in UTC that is on the hydrograph, but not exactly. More info See the AHPS Page and then select the forecast tabs where there is a forecast time period slider bar at the top. The shapefiles/services relate to the time intervals for a slider bar and the coloring of the max forecasts during the periods.
